| Public Administration must, in order to seal contract with the private, bring about competitive proceedings named Tenders, except for some specific cases from which it is exempted in the legislation (Law 8.666/93 e 10.520/02).
Tenders include, in most cases, contracts of large amounts of money, which turns competition even more fierce and request a lot of commercial and legal preparation on the bidder’s side, in view of the announced demands to which the whole procedure is tied. In this scenario, companies need a group of highly ready and prepared professionals to avoid problems or solve them, so they do not hinder their commercial performance.
